Joy Ram Engleng Terminated Under KAAC Constitution

Sushanta Roy Diphu: Chief Executive Member of Karbi Anglong Autonomous Council Joy Ram Engleng was secluded from his post yesterday by the Chairman of KAAC Dhansing Kro.

Mr. Engleng was terminated by accepting the no confidence motion in the extra ordinary session or special session of the KAAC in absence of the CEM amid the walkout of the group of seven members of autonomous council who claimed that the whole procedure is illegal and defiance of Guwahati High Court’s order.

No debate, discussion or voting on the motion could be held in absence of any opposition MAC who even did not oppose the attendance of 4 nominated MACs of KAAC in the procedure of no confidence motion. This action is considered against the imperative of the KAAC constitution in which the motion was adopted unopposed. Nomination for selecting or electing fresh CEM will be received by the Chairman till 12.00 noon tomorrow.

The Chairman conducted the special session of the KAAC today nullifying the standing order of Guwahati High Court which clearly directed not to allow NCM against the seating CEM till 6th December or until further directive of the court.

“I have not defied court’s order I have summoned this session as per the provision of the KAAC constitution which allows such move if majority of the ‘Member of Autonomous Council’ (MAC) demands so, all the Executive Members of the KAAC along seven MAC made a fresh demand on the capacity of MAC so I had to comply their claim,” Dhon Sing Kro Chairman of KAAC said.

Today at 10 AM the special session began in the historic assembly hall of KAA. After the opening remark of the chairman, MAC sought the permission of the Chairman to move the no confidence motion against Chief Executive Member of Karbi Anglong Autonomous Council Joy Ram Engleng allegedly for ignoring the Executive Committee while adopting some major decisions. Immediately after the group of seven, MACs walked out from the session claiming that the whole procedure as illegal and defiance of Guwahati High Court’s order. The motion was approved virtually ending the occupancy of Joy Ram Engleng as KAAC CEM after month long tug-of-war between executive members of KAAC and CEM.

Meanwhile, Joy Ram Engleng could not reached for his views on the whole development or whether he will accept the decree of the KAAC chairman which has ousted him superseding legal veto.
