Night Watch: SRINAGAR – Speaking to a crowd in downtown Srinagar after Friday prayers, a senior leader of the Kashmir independence struggle, Syed Ali Shah Geelani stated the Indian government was never serious on agreeing to a negotiated settlement over the disputed territory. “India was never sincere in resolving the Kashmir issue. It is not even sincere today in resolving this vexed issue. If India wants to resolve the Kashmir issue peacefully then it should accept that Kashmir is a disputed territory.”

I suspect Geelani is not surprised even before Delhi almost laughed at the serious peace proposal submitted last December (12-5-2006) by Pakistan President General Pervez Musharraf. The two countries know each other but for the sake of the public-historical record Islamabad indicated it was willing to settle the dispute without another war. Geelani concluded by saying, “We should rise to the occasion and intensify freedom struggle in Kashmir.”

The first three wars, 1947-48, 1965 and 1971 were won easily by India since they had a decided advantage over Pakistan, but the 1979 Khomeini revolution in Iran, which has established Iran’s current government has shifted the balance of power in South Asia in Pakistan’s favor. Tehran has made massive preparations to have a major impact on the fourth war. [NEWSBLAZE]

Today it has been reported 14 people, 9 civilians and 5 Indian soldiers were wounded in a powerful car bomb in downtown Srinagar near the Hydepora by-pass area of Jammu-Kashmir. September is the best month for war to begin on the sub-continent since it is the end of the monsoon season.

Both Saudi Arabia and China have also signaled their intentions of entering the next war. That is the reason the House of Saud purchased from Beijing 50-60 intermediate range CSS-2 ballistic missiles in the mid-1980s. (Reuters Feb.15, 2004) The missile has a 2,500 mile (4,000 km) range. In February, President Musharraf presented to Tehran his offensive “Action Plan”. It was General Musharraf who planned the 1999 Kargil – Kashmir probe that took India by surprise and nearly set off the fourth war. Later that year the London based Financial Times summarized a Deutsche Bank study of the action and it concluded India barely responded adequately because the Indian government had neglected their conventional forces for the sake of India’s nuclear and ballistic missile programs. In late 2001 the fourth war was nearly set off when one of the Islamic militant groups based in Kashmir attacked the Indian Parliament in broad daylight and attempted to kill all the members.
