As per democratic norms, political parties cannot keep their own private army. The Government of Nepal is maintaining two armies - the National Army and the army of a particular political party who have joined mainstream.

Remaining quiet would bring more support to the monarchy from citizens but these intermittent statements might become instruments for anti-monarchists to incite people against the monarch.
