Promotion – First Female Officer to Brigadier General

Maj. Gen. R. Martin Umbarger announces the promotion of Col. Margaret S. Washburn to Brigadier General.

The Adjutant General of Indiana, Maj. Gen. R. Martin Umbarger, announced the promotion of Col. Margaret S. Washburn to the rank of Brigadier General in the Indiana Army National Guard. The promotion ceremony for Washburn will take place at the Combined Support Maintenance Shop 1 on the 38th Infantry Division Armory grounds, 3912 West Minnesota Street, Indianapolis, Dec. 2 at 2:00 p.m.

Washburn is the first female to be promoted to the rank of general officer in the Indiana National Guard.

“Colonel Washburn has led soldiers at all command levels from company to brigade command. She has been a huge mentor and a role model to all soldiers, particularly our female soldiers,” said Umbarger.

Washburn began her military officer career in 1978 as Maintenance Officer, Headquarters and Headquarters Company, 738th Maintenance Battalion in Indianapolis then graduated from the Ordnance Officer Basic Course in Aberdeen, Md. in 1979.

Washburn has served in a variety of assignments throughout her career. These include Company Commander, Support Operations Officer, Plans and Operations Officer, Executive Officer for the 738th Maintenance Battalion, Commander 738th Maintenance Battalion and 38th Division Support Command. Washburn currently works at is the director of the United States Property Fiscal Office at Joint Forces Headquarters in Indianapolis.

Washburn attended Indiana University where she earned a Bachelor’s Degree in Psychology in 1972. She also received an MBA in Management from International Wesleyan University in 2003.

Washburn’s decorations include a Meritorious Service Medal (with 3 Oak Leaf clusters), the Army Commendation Medal, an Army Achievement Medal and the Army Reserve Component Achievement Medal (with Silver Oak Leaf Cluster).
