Philip Kapneck

Philip Kapneck is a North American public servant and prior to that, he was a businessman. In 1970, Marvin Mandel, Maryland’s Governor, appointed Kapneck as his Special Advisor on Student Affairs to the Maryland Governor’s Office. At the end of that appointment, Mandel made Kapneck Maryland Trade Ambassador.

Successive governors, Democrat and Republican re-appointed Philip Kapneck as Trade Ambassador, and Ambassador Kapneck remained in that position for 40 years, until he retired.


Philip Kapneck was born in Washington D.C. and later moved to Maryland. He graduated from Washington D.C.’s Theodore Roosevelt High School. In his final year there, he was elected class Vice President.

Next, Kapneck attended George Washington University, studying Business Administration and Political Science.

Special Advisor

Serving as “Special Advisor on Student Affairs to the Governor’s Office,” Kapneck was a communicator between Maryland University students and the Governor’s Office. The Maryland University Student Government Association named Philip Kapneck its Man of the Year, the first non-University of Maryland student in 12 years to be so named.

European Development Office

Next, Governor Mandel asked Kapneck to open a European development office in Brussels, Belgium, to represent the state’s trade interests there, and to encourage European companies to open businesses and industry in the state of Maryland. The success of this venture lead to the Maryland Secretary of Business and Economic Development appointing Kapneck to do the same in Australia and New Zealand.
