Bo is the undisputed alpha dog in the White House. Bo occasionally deigns to take Obama for a walk; we've all seen video of Bo dragging Obama along on his walks. Bo wanted to show Obama who's the boss, and he didn't want to let his "master" in until he started whining.
MICHELLE OBAMA

The doofus locked the doors so he could play around in the Oval Office for a while.
