CA Board of Equalization Releases 2008-09 Annual Tax Report

State BOE Collected $48.4 Billion in Revenue

Barbara Alby, Acting Member of the State Board of Equalization (BOE), today released the BOE 2008-09 Annual Report describing $48.4 billion in revenue collected.

In 2008-09, BOE programs collected approximately $4.7 billion less than the previous fiscal year, a decrease of 8.9 percent. Revenues collected by the BOE provide funding at the state and local level for public service programs related to health care, education, transportation, public safety, and others. The state's share of collections totaled $36.7 billion, nearly 35 percent of all state revenue for the fiscal year.

This year's BOE Annual Report is presented in a summary format through an attractive brochure, replacing a typically 130 page bound document. The brochure highlights relevant facts about key BOE programs and will save approximately $13,000 in printing costs. The expanded annual report, including detailed information and 46 comprehensive statistical tables about BOE administered programs, is available in a web format at www.boe.ca.gov.

Noteworthy facts in the report:

  • - Taxable sales in the state totaled $484.4 billion during the fiscal year, a decrease of $68.5 billion (12.4 percent) from taxable sales in 2007-08.

  • - Sales and use tax revenues dropped 10.1 percent in fiscal year 2008-09 to $39.9 billion from $44.4 billion in 2007-08.

  • - County-assessed property values fell by $106.6 billion during 2008-09 to reach $4.4 trillion for the 2009-10 tax year.

  • - BOE-administered special tax and fee program revenues totaled $7.7 billion, a decrease of 3.4 percent from $7.9 billion in 2007-08. Fuel taxes totaled $3.2 billion, alcohol and tobacco taxes totaled approximately $1.3 billion, and electronic waste recycling fee revenues totaled $108 million.
  • Barbara Alby, of Folsom, is the author of California's Megan's Law, alerting communities when sexual predators move into their neighborhood. She became Acting Board Member for the Second Equalization District in March, 2010. Prior to becoming Acting Member, she served as the Chief Deputy to Second District Board Member Bill Leonard. She also served in the State Assembly from 1993 to 1998, representing the Sacramento area.

    The five-member California State Board of Equalization (BOE) is a publicly elected tax board. The BOE collects more than $48 billion annually in taxes and fees supporting state and local government services. It hears business tax appeals, acts as the appellate body for franchise and personal income tax appeals, and serves a significant role in the assessment and administration of property taxes.
