WHY: The USC School of Social Work and the California district court see this as an opportunity to place this topic of reentry high on the agenda and in the forefront of judges, attorneys and Congressional representatives, said USC School of Social Work Assistant Dean Cherry Short, who is moderating the mental health and addiction panel.
Two of every three people released from U.S. prisons return within three years of release.
10 percent are homeless before incarceration.
80 percent of federal prisoners have a history of drug or alcohol use.
Nearly 16 percent of the prison population has one serious mental disorder.
