Bipartisan Policy Center Transportation Experts to Participate in 5th Annual Public Private Partnerships USA Summit

      

WASHINGTON, March 11 /PRNewswire-USNewswire/ -- Bipartisan Policy Center (BPC) Director of Transportation Policy Emil Frankel and Director of Transportation Research Joshua Schank will take part in two in-depth panels during the 5th Annual Public Private Partnerships USA Summit on March 12 - 13, 2009 inWashington, D.C. Frankel and Schank direct the BPC's National Transportation Policy Project (NTPP). NTPP will issue a final report to Congress and the Administration this spring proposing a reformed surface transportation program.

Frankel will participate on a panel regarding the role of congestion pricing inthe United States. "The need to invest wisely in our transportation infrastructure is more important than ever due to the severity of the current financial crisis," said Frankel. "We need to establish priorities and target resources in order to bring about the greatest economic and social returns."

Schank will speak on a panel concerning performance-driven programs targeting national goals. His presentation will highlight NTTP's focus on using performance to drive funding. Specifically, he will talk about the development of simple, useful measures; devoting a portion of funds to reward good performance based on those measures; and creating a joint decision-making process between Congress and the Executive Branch to distribute funds based on those measures. "The ability to measure performance is critical to ensuring that the money being spent on transportation infrastructure is bringing about the desired results," said Schank.

NTPP's recommendations will play a central role in the long-term vision of federal surface transportation policy. NTPP, a project of the BPC, is composed of a diverse group of transportation experts and business and civic leaders, chaired by former Mayor of Detroit Dennis Archer, former Congressman Sherwood Boehlert, former Senator Slade Gorton, and former Congressman Martin Olav Sabo.
