Gov. Schwarzenegger Appoints Three to Sacramento County Superior Court
Governor Arnold Schwarzenegger today announced the appointments of David I. Brown, Ernest W. Sawtelle and Robert M. Twiss to the Sacramento County Superior Court.
Brown, 57, of Sacramento, is a founding partner at the Law Offices of Bailey & Brown where he has worked since 1978. From 1973 to 1978, he served as an associate at Rust and Armenis. Brown earned a Juris Doctorate degree from the University of California, Davis King School of Law and a Bachelor of Arts degree from San Diego State University. He fills the vacancy created by the conversion of a court commissioner position on April 2, 2008. Brown is a Republican.
Sawtelle, 42, of Sacramento, has worked for the Sacramento County District Attorney's Office as a deputy district attorney since 1991. He earned his Juris Doctorate degree from University of the Pacific, McGeorge School of Law and a Bachelor of Arts degree from the California State University, Sacramento. Sawtelle fills the vacancy created by the resignation of Judge John Mendez. Sawtelle is a Republican.

Twiss, 60, of Gold River, has worked for the U.S. Department of Justice as an assistant U.S. attorney since 1987 and previously was a senior trial attorney from 1986 to 1987. From 1980 to 1986, he worked as a senior trial attorney for the U.S. Department of Treasury and, from 1976 to 1980, Twiss was an appellate and trial attorney with the U.S. Army JAG Corps. He earned a Master of Laws degree from Georgetown University, a Juris Doctorate degree from the University of San Francisco, a Masters degree from Wichita State University and a Bachelor of Arts degree from the University of Massachusetts. Twiss fills the vacancy created by the retirement of Judge Steven H. Rodda. Twiss is a Democrat.
The compensation for each position is $178,789.
