Something is bad. But it is not the fires. About 1920, they still utilize counter-fire, to stop wildfire. With technology and an aversion for fire, since instead of burning they extinguish the fire. So a lot of regions do not burn. They accumulate the power to burn, and when it started it would be a monster.

There is no reason that houses are burnt. They just have to start their counter fire, must be two, so you start fire making sure that in the direction of the house to be protected the fire is stopped; once the burnt area is wide enough you proceed further. Eventually your counterfire will meet the wildfire, and they both will die.

Call it controlled burns or prescribed burning, if that had been done at large in California, there would be no loose fire and there would be a lot more of water in the landscape.
About 1920, they had refused to utilize fire as tool in resinous forest. Either you burn the organic layer, which is very acid and inhibit even their own seed of growing, or that you clear cut large enough so the rains flushed the acidic layer.

In French we say ''le jardinage par pied d'arbre', that is if you thin lightly the forest, then seedlings will start, but seedlings in resinous cannot, unless you help it, either with prescribed burning or manually. So they had adopted clear-cutting and class of age statistics descriptor instead of developing a model, a model for maximum new molecule production, a model of a forest, a goal. You have to have photosynthesis do produce at maximum the new molecules. Because the cosmos will not fail to claim its lot of heat.
