WHY: On behalf of Secretary of the Army Pete Geren, Lt. Gen. Benjamin R. Mixon, commanding general of U.S. Army, Pacific, will swear in Hawaii island native William Moore as Civilian Aide to the Secretary of the Army. Moore has volunteered to serve, unpaid, to represent the island of Hawaii community and the Army's top leaders in state of Hawaii. Moore is vice president of Kohala Ranch Development Corporation and has long been active in planning and development issues since first serving as a Hawaii county planner in 1975. Moore, a Hilo High School graduate, is also an honors graduate of Beloit College in Wisconsin.
BACKGROUND: CASAs are selected by the Secretary of the Army because of their stature and strong ties to their local and regional civilian communities. They serve as liaison between the Army and the civilian community, by telling the Army story to their peers in the community, while also advising top Army leaders about local community concerns. Moore replaces Paula Z. Helfrich, who was the first CASA designated for the island of Hawaii in 2007. She recently resigned from the CASA position, when she left Hawaii to accept an educational administrator position in Asia.

Biography of William L. Moore
Mr. William L. Moore has been Vice President of Kohala Ranch Development Corporation and Kohala Ranch Water Company since February 2005. Before joining Kohala Ranch, he served as Principal, William L. Moore Planning from 1990-2005 and was the lead planner for the Saddle Road Project from 1994-2004. From 1989-1990 he served as deputy planning director for the County of Hawaii. In 1988, he served as executive assistant to the chairman of the Department of Hawaiian Home Lands.
Mr. Moore has been very active in Hawaii island community activities. He has served on many boards and committees, including the Saddle Road Task Force; Hilo Boarding School Trust; Hawaii Island United Way Strategic Planning Committee; Hawaii Island United Way; Hilo High School Girls Soccer Boosters; and the Hilo High School Girls Volleyball Boosters.
Mr. Moore, a Hilo native, graduated from Hilo High School before attending Beloit College in Wisconsin, where he graduated with honors in business and economics. He then attended York University in York, United Kingdom, where he received a graduate degree in economics.
Mr. Moore has received the Wall Street Journal Award in Economics and is also a Rotary International Graduate Fellow. He was recently recognized by the Army as one of the nation's top community leaders and selected to attend the Army War College National Security Seminar in 2007.
Mr. Moore and his wife Candace have two daughters.
