Suspicious activities of UNMIN in Nepal
By Dirgha Raj Prasai
Nepal has a great faith on the United Nations and Nepal takes the UN as an arbiter. May be the UN, as an organization, is working for a lasting peace in Nepal. But there are proofs that the representatives the UN has sent to Nepal are into creating disturbances than bringing about peace in Nepal.
The UNMIN, instead of creating an environment of conciliation, is sowing the seeds of discord and another civil war. After the house of representatives was restored on April 2006, with the agreement with the king, people here had expected that the UN's role would be impartial. But the UN could not remain neutral.
The UNMIN, listening only to the voices and opinions of the Maoist rebels and the corrupt leaders of the seven parties, totally disregarded the aspiration of majority of the Nepalese people. Therefore, most Nepalese do not support the suspicious behaviour and activities of UNMIN. It was a serious blunder of UNMIN to support the so-called interim constitution, interim parliament without the mandate of the people and the unconstitutional cabinet formed by the seven parties on their own will against the agreement made with the king.
Ian Martin, the UNMIN chief, has inclinations towards communism. When Martin was in East Timor, it was on his initiative that the rebel armies were reintegrated into the National Army and that led to the army rebellion and that had invited a civil war. He wants the same to happen in Nepal. He does not care whether Nepal sinks or shores up. He just wants to have his job. It is because of his suspicious and dubious activities and personal interests that the UN has failed in its role.
Similarly, the UNMIN's military chief Jan Erik Wilhelson is working to damage the neutral role of the UN and propping up the rebel forces. Does it indicate his neutral role and his effort to establish peace in the country when he participated in the function or even become the guest of honour accepting salute from the Maoist rebels at the function organized by the Maoists on the day they attacked the Nepal Army's barrack, killed so many army men and looted weapons. When the National Army is inside the barrack, does it indicate the establishment of peace as he tried to present the Maoist militia at par with the National Army.
It is all clear that all the YCL are Maoist militias of yesterday and except a few hundred all those who are in the Maoist cantonments are new recruited and untrained bunch of people. Earlier, they said that their number was only 10,000. But later, the UNMIN and the Maoists worked together to present their number at 19,600. A few people have prevailed inside the UNMIN. The Maoists and the UNMIN have only put old and out of order weapons in the cantonment and they have kept all modern weapons and those they had looted from the army and the police with themselves. How can there be a lasting peace in such a situation? Isn't it that they are trying to play with the future of Nepal.
A few people like Martin and Wilhelmson have overshadowed the role of the UN and are trying to displace monarchy in the name of establishing peace in the country when they know perfectly well that Nepal cannot survive without monarchy. The conspiracy of UNMIN is that it wanted to remove several key personnel of the national army and to reintegrate the Maoist army into the national army before the constituent assembly elections. They have spoken about it publicly and have also submitted report regarding this.
The United Nations has not given a mandate to work for reintegrating the Maoist army into Nepal Army. It is a matter of great regret that the UN representatives are involved in such a conspiracy. However, the chief of the Nepal Army General Rukmangad Katawal has dressed down UNMIN saying the Maoist militias carrying a political ism cannot be integrated into the National Army. Although, the so-called Prime Minister Girija Prasad Koirala, who is a number one traitor of this country also said that the political motivated Maoist militias could not be included into the National Army, his words could hardly be believed because he can always become a turncoat as indicated by the Maoists and the Indian RAW. It is only because Girija is so corrupt and a deceit that the Maoists and the seven parties made him their leader.
Nowhere in the world, had a country been able to protect its sovereignty by making the national army weak and powerless. By hatching such conspiracy Martin and others like him are working to push Nepal into a bloodier civil war and conflict by keeping even the UN headquarters under shadow.
Martin is now trying to extend his duration and his could prove fatal to Nepal's sovereignty and national integrity. It was because of wrong representatives that there were bloodshed in countries like Vietnam, Afghanistan, North and South Korea and Iraq. In just two decades after the death of Josef Broz Tito that Yugoslavia fell into civil war and broke into pieces. That time the UN did not play any role to avert the civil war. It also never played any positive role for the right of self-determination of the Palestinians. Why did the UN fail to heal the misery of the people of Lebanon or those who were chased from Bhutan?
It is because of the irresponsibility of people chosen by the UN as its representatives. It is understood that people like Ian Martin and others are propping up the agitation in the Terai. Not all representatives sent by the UN are equally capable and impartial. It is quite frustrating for Nepalese people that the tenure of UNMIN has been prolonged by the Nepalese empowered traitors. Nepalese people don't tolerate foreigners' intervention to our domestic affairs. We all Nepalese, within or outside the country may attack the notorious UNMIN group. The situation will not be very pleasing for United Nations.
So, we want the UN headquarters does not consider and implement the reports and suggestions submitted by Ian Martin and his team and we earnestly request the UN Secretary General not to make mistake in sending wrong representatives like Ian Martin to troubled areas like Nepal.
