TCS Commends the Signing of the New and Emerging Technologies 911 Improvement Act of 2008

TCS Committed to Supporting Transition to Advanced Services With Its E9-1-1 Solutions

TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, announced today that it commends the President and U.S. Congress for the passage of the New and Emerging Technologies (NET) 911 Improvement Act of 2008, which was signed into law today.

The NET 911 Improvement Act of 2008 is intended to promote and enhance public safety by facilitating the rapid deployment of IP-enabled 911 and Enhanced 9-1-1 services, and encourage the nation's transition to a national IP-enabled emergency network.

Since the NET 911 Improvement Act was introduced to the U.S. Congress in August of last year, TCS has worked closely with the National Emergency Number Association (NENA), the international Association of Public-Safety Communication Officials (APCO), Voice over Internet Protocol (VoIP) Service Providers and others in the public service community to encourage their support of this legislation.

TCS has been enabling wireless E9-1-1 services for over a decade. Its E9-1-1 system, which provides cable, VoIP, and wireless E9-1-1 service for more than 140 million wireless and IP-enabled devices, is used to ensure that consumers' emergency calls are routed to the appropriate Public Safety Answering Point (PSAP) and automatically pinpoint and deliver a caller's location information. TCS pioneered the methods by which PSAPs in the U.S. are able to receive a wireless or Voice over Internet Protocol (VoIP) subscriber's location during calls for emergency assistance.
