The FDA categorizes tattoo ink as a "cosmetic" but does not regulate tattoo inks for injection, nor does it regulate the tattooing process itself. Cosmetics must list ingredients if sold directly to the consumer, but tattoo ink is sold to tattoo artists, not consumers, so there is no requirement to reveal the ingredients. A Northern Arizona University study has found over a dozen elements, including lead, in many inks.
