Joseito Ruiz, undersecretary of the Department of Interior and Local Government, says changes in the software market created by open source gives the Philippines a chance to vastly improve its position in IT outsourcing.
Ruiz made his observation at Cebu's first open source summit, held at the Cebu International Convention Center on June 23.
