Shocking Abandonment of Public Duty is Confirmed in "NYC Safe Yield Study"
Carol Collier, DRBC Executive Director, undermines her own credibility in the May 4th New York Times when stating "...by using science and collaboration to develop policies in a public forum, the commission has advanced ... flood loss reduction goals." Nothing could be further from the truth!
The latest science shows Ms. Collier's DRBC has allowed NYC to place communities below the Delaware basin reservoirs in harm's way continuously. By turning a blind eye to NYC reservoir operations, the DRBC has allowed altered usage patterns, needless hoarding of water, and reservoir spilling during high-risk conditions.
This shocking abandonment of public duty is confirmed in "NYC Safe Yield Study" - a NJ DEP November 2007 engineering report. The NJ DEP investigation uncovers inept reservoir management, resulting in real danger to those below the Delaware basin reservoirs.
The NJ report proves indisputably that NYC hoards water unnecessarily, resulting in reservoir spilling and river flooding. DRBC Chair Cathy Myers, DRBC Executive Director Carol Collier and NYC DEP commissioner Emily Lloyd either do not understand the science of the NJ report, or all three are ignoring its conclusions intentionally.
Ladies, here is proof-positive science you can rely on. Ignoring it does not make it go away.
