In the shadow of 9/11, federal and state government agencies

breaches. In December 2006, DoD Directive 8570 went into
effect mandating that all information assurance technicians
and managers are to be trained and certified to a DoD baseline
requirement. While hacking and denial of service attacks steal

training. Directive 8570 represents the DoD's response to this
