             In the shadow of 9/11, federal and state government agencies
             remain highly vulnerable to information-based security
             breaches. In December 2006, DoD Directive 8570 went into
             effect mandating that all information assurance technicians
             and managers are to be trained and certified to a DoD baseline
             requirement. While hacking and denial of service attacks steal
             the headlines, government agencies recognize that their

             all information assurance technicians receive the proper
             training. Directive 8570 represents the DoD's response to this
             crisis -- meaning that more than 100,000 employees must meet
