Night Watch: JAMMU - KONS reports India Prime Minister Manmohan Singh has responded to a request to withdraw Indian troops from the disputed province by saying the "time is not yet conducive" for the withdrawal of troops from the state. He also added that according to intelligence reports if the withdrawal did happen the "situation can escalate". Islamic militants, with the support of Tehran-Islamabad would increase their infilitration and attacks on India's police and security units that remained. [

The Prime Minister's statement was in response to a request by the former Chief Minister of Jammu-Kashmir Mufti Muhammad Sayeed, the leader of the People's Democratic Party (PDP), which is part of India's ruling coalition in the state. The Mufti had also requested the removal of the Armed Forces Special Powers Act (AFSP) that had been instituted as attacks increased ever since the Islamic uprising began in November 1989 supported by Iran-Pakistan and other Islamic governments. India is one of the main targets of the Jihad, the other primary target is the West. The request came at a time when India is being seriously threatened by separatists groups inside the country and they have increased their attacks to a level and intensity I don't think has happened before, and they can only do so with foreign assistance.
Snow has been falling very heavily in Kashmir lately so the Action Plan presented by Pakistan President General Pervez Musharraf to Tehran last month may have to wait for the annual melting of the snows in May.
