The Council of Guardians are experts at using this type of incident to inspire more support in the face of a crisis. They can easily blame agents of foreign interests, mostly the British who Iranians sometimes refer to as "the old fox" as being behind the ambush. All during this year Tehran has been accusing London of fomenting unrest its southwestern Khuzestan province.
According to a recent update from KurdishMedia, Iran's President was not in the caravan. That makes it seem more like a staged event/crisis to generate more hate against whoever Iran accuses for the "ambush".
