Night Watch: BEIRUT - In October 1998 the Financial Times interviewed Moscow's Ambassador to Tehran who stated that Mohammad Khatami is no moderate. I was not surprised at his observation, which he obviously did not keep to himself. In order for Khatami to even have a chance of campaigning for President he had to receive the approval of the Council of Guardians who would never allow a genuine moderate to become head of state but they knew what the world wanted to hear. So now Khatami, with his new position above politics, Head of the Association of Combatant Clerics, is now in Beirut delivering his deceptive lectures on "Alliance of" and "Dialogue between Civilizations". Khatami presented a very real indication of his and Tehran's duplicity when he addressed the UN opening in New York in September 2000 where he announced that "2001 is the year of the Dialogue." Dialogue of events is what Tehran really has in mind as their foreign policy of crises creation indicates. Tehran also planned the attack on the World Trade Center in 1993 as an example of what they intend for the Jihad to accomplish, making Islamic capitals the center of the world trade dialogue. That is why Jerusalem was never planned on being the main target. There is not much demand for salt in the Dead Sea but there is for the oil-gas in the Caspian.
Khatami arrived in Beirut from Palma de Mallorca, Spain where I assume he fooled a lot of people who are in a position to know the truth, but for a host of reasons would rather not. If they acknowledged the truth they would run the risk of implicating themselves in having supported decisions that are crucial to Tehran's foreign policy. The division of Yugoslavia being one of the more glaring examples, hosting the Ayatollah Khomeini in a Paris suburb being another, as he was provided with the communication assistance he needed to overthrow the Shah.
In Beirut he mentioned how international relations should be based on equality. What he and Tehran really mean is that the Islamic world should be at least on equal footing with the West militarily. The war-events dialogue that Tehran has been conducting since 1994, using groups they support in the Caucasus, the Balkans and Kashmir-Pakistan, has just been preparatory action for the all out effort beginning next year, unless fighting becomes all out on one of the fronts this month.
Early next year Khatami is scheduled to attend an Islamic conference in Malaysia. He may also attend the special meeting of the OIC (Organization of Islamic Countries) in Mecca on December 7. If he is not there he and his staff will be monitoring it very closely.
