Reuters journalist interned on recommendation of Iraqi-led review board

BAGHDAD , Iraq -- The Iraqi – U.S. Combined Review and Release Board reviewed all available evidence of Ali Omar Ibrahem al-Mashdanni, a journalist working for Reuters, and recommended continued internment in the Theater Internment Facilities this week.

Coalition Forces conducted a search of the Ramadi area after receiving hostile fire and detained al-Mashdanni on Aug. 8. Mr. al-Mashdanni was detained as a security threat to the Iraqi people and Coalition Forces based on information that he was affiliated with anti-Iraqi forces.

As part of the detention process, al-Mashdanni's internment was reviewed by a Detention Review Authority which determined continued internment was appropriate. Additionally, a Magistrate attorney reviewed al-Mashdanni's file within 72 hours of his arrival at the Theater Internment Facility and determined he posed an imperative threat against Iraq and Coalition Forces, and that continued internment was warranted.

The Magistrate Cell recommended al-Mashdanni's file to be reviewed by the Iraqi-led Combined Review and Release Board. The CRRB is a partnership with the Iraqi government to determine which detainees should be interned because they are a threat to the Iraqi government and Coalition Forces and which detainees can be released. The CRRB procedure was established pursuant to Article 78 of the Fourth Geneva Convention and United Nations Security Council Resolution 1546.

The CRRB Board is an independent and unbiased board and consists of nine members: six representatives from the Iraqi Government; two representatives each from the Ministries of Justice, Interior, and Human Rights and three senior Multi-National Forces officers.
